(1) The broadcasting businessman, the relay cable broadcasting businessman, the music cable broadcasting businessman, the electronic display broadcasting businessman, and the transmission network businessman (To be called “the broadcasting businessmen” below) may not do an act (To be called “the prohibited acts” below) that pertains to any one of each of the following items that have the worry of a just competition between the businessmen or that impede the profit of the watcher or that have the worry of impeding the profit of the watcher or they may not make a 3rd party do these.

1. The act of refusing, suspending, or restricting the approach regarding the facilities that are indispensable in the provision of a channel program or in the provision of a service by the other broadcasting businessmen and the others of the like without a just reason. Or, the act of changing the organization of a channel.
2. The act of refusing, delaying, or restricting the optimal distribution of the profit to the other broadcasting businessmen and the others of the like.
3. The act of interfering with the watching of a broadcast by the other broadcasting businessmen and the others of the like unfairly. Or, the act of interfering with the conclusion of a service provision contract.
4. The act of providing a broadcasting service with a markedly advantageous or disadvantageous charge or use condition by discriminating the watcher unfairly.
5. The act of providing a broadcasting service by violating the terms and conditions or the act of invoicing a usage charge with a content that is different from the usage contract.
6. The act of unfairly misusing the information of the watcher that got around to being known in the process of the provision of a broadcasting service.
7. The act of a broadcasting channel use businessman, who does the specialized organization regarding the product introductions and the sales, deciding, cancelling, or changing unfairly the date, the time, the amount, and the production cost of a product sale broadcast with the organization of the broadcast as the condition regarding the delivery person.
8. The act of making a person who intends to appear in a broadcasting program because of a reason that does not have a relation with the production of a broadcasting program by violating the purposes of the decision on the provisional disposition between a person who intends to appear in a broadcasting program according to a request by a person other than the management and staff of the broadcasting businessman and a person who is other than the broadcasting businessman, the definite decision ruling, the mediation, the arbitration, etc. not able to appear.
